I'm a newby and I purchased a boat with a 1979 140 Evinrude Model 140943R serial num C7037552, I'm not sure if I should mix my fuel or not or what ratio I should mix

Yes, mix your fuel at a 50:1 ratio. That is 1 pint of TCW-3 rated outboard oil to 6 gallons of unleaded regular gas.
