1978 Evinrude 35 hp power issues.

I have my throttle issues sorted out. The motor gets the boat up on plane nicely. After about 15 to 30 seconds of WOT, I start to momentarily lose power. The only way I can describe it is it sounds and feels like I'm pulling the choke and quickly pushing it back in. It is worse in a chop or in a turn. Does not happen below WOT. Is this a carb issue?

Sounds like the carb float is not adj correctly. Its running the fuel out of the bowl faster than the float is letting it in at wot. Pull carb and inspect.

Would it make sense that I have to remove the starter to get the carb off? There is a bolt right up agains the starter.

Just to bring closure, I pulled the carb, and the float had been installed upside down, per the mechanic who charged me $150 to clean (ultrasonic) and rebuild. I know that's a lot of money, but I wouldn't have known the float was upside down. And my carb is clean now. So I bolted it back on, and the problem is solved.

Thanks so much to ultra 353 and Joe Reeves for advice. I learned a good bit about the motor in the process.
