1978 70 HP Merc - Can't get motor to tilt up - What am I missing?

No power trim - manual - seems locked in the down position ?

Any help would appreciated - in the final stages of a rebuild!

Reverse lock probly out of adjustment.
Put shifter into foreward gear, that should unlock it.

That motor should be locked down in neutral and reverse. it should tilt up in forward only.

Hey thanks for the feedback - boat got in the water yesterday - got it to tilt - a few adjustments still to be made on the carb and replace the fuel line
