Just replaced engine trying to start it will almost start if I pump the throttle seems like its Starving replaced the Fuelpump did not help when check ing the lines (fuel) I found the line from the tank (Way up in bow) does not flow tried to blow back (with air) will not blow in tank. My question is there a check valve on this hose or is just blocked.

Usually there is an anti-siphon (check) valve on every marine fuel tank. Sometimes it gets clogged. If taken off, you can blow thru it (spring loaded) one way (towards engine), but not the other way (towards tank). Also, there usually is a screen at the bottom of the fuel pickup line at the tank, that needs to be checked as well.
