1978 115 hp Evinrude outboard low idle issue

I have a low idle issue with my outboard. It will run for a minute, but will start to sputter, then wheeze/whistle and die. It runs great wide open, even at lower speeds it's o.k., but close to idle or no wake speeds it's rough. The previous owner had overheated the engine, so I had two of the cylinders bored out (0.030") and the other two were fine, but had them honed, etc... I had carbs rebuilt, new starter, fuel pump, fuel lines, the whole works.

If you take a look at the pics, the idle screw is bottomed out, so I have no way of adjusting idle without adjusting something else, and honestly, I think I am beyond my skill set at this time. I have the original service manual and a neighbor gave me the SELOC repair manual for Johnson/Evinrude Outboards 73-91. I am a "newbie" but enjoy bringing new life to an old engine. Kinda fun.

If you need more info, I am happy to provide it. Any thoughts is appreciated.

You might try looking in your manual and doing a link & sync on the linkages to make sure the adjustments are correct.
