You need a spark tester to see if it's a spark issue. Is the top carb dumping fuel out of the air intake side? Compression test?

There are many dial indicators on ebay You might try Johns Old Mercury web site for timing instructions.

John, Dial indicators are nice, but not essential. I use a caliper, but a small accurate ruler is OK as well.

Set the top cylinder to TDC using a screwdriver. Now use a small ruler measure thru plug hole, the depth of piston. Now add .464 inches to that measurement and back the piston (CCW) down until the ruler measures correctly. Now set the timing pointer to read .464 on the timing decal. Now make your timing adjustments.
