I have a 1977 johnson model no. 140ML77s that shifts backwards. Control box looks to be nonreverseable and cables are hooked up right. the powerhead is clockwise rotation and have a righthand prop.

I bought this used and heard it run but didn't think to check rotation.

Is the lower unit possibly not the right match? Help!

I thought of that possibility, is that possible?

What is the model number on the motor? It may not be a '77 . The 1976 back to 1973 outboards had a hydraulically assisted shift and the gear shift rod worked backwards compared to the later models that were fully mechanically shifted. Of course someone could have mixed and matched gearcases to make a sellable motor out of parts.

Very possible that you have the wrong year lower unit on the engine and it is shifting backwards. The prior owner would have had to change out the shift rod in order to get it to work with the belcrank assy on your 1977 engine. Likely you'll be looking another lower unit-for the correct year.
