I have this kicker motor with an electric starter. When the motor is in neutral there is a cam on the gear shift lever that activates a pushbutton switch that allows the starter to engage. The cam no longer presses down on the pushbutton hard enough to activate the switch and the motor doesn't start. I can press it down manually and get the electric starter to work. My question is what is this pushbutton part called? Is it the shorting switch?

shorting switch is a push button on the cowl, to shut the motor off. you are talking about the neutral safety switch.

here is the proper part. 0386457 SWITCH ASSY.,Neut start. ELECTRIC START MODELS 1 $59.97 USD

it may be adjustable, so you can get the existing to work.
