**1977 johnson 85 hp power tilt/trim cylenders**

Only one of the 2 cylenders go all the way up. The other only goes up a few inches. One of the cylenders has a black wire that goes to it which im not sure what it is ,and the other has a fluid line. The model number of the engine is 85etlr77s. I need to know if its normal for only one to go all the way up. I dont know much about these power trim/tilt systems.

I have a 79 one tilt 2 trim and the trim rods both stay in tandem with one another
