1977 Johnson 25hp not going forward or backwards shear pins keep breaking.....

I have a 1977 Johnson 25hp motor that I can't seem to get to go forward or
backwards. It starts up fine and have had 2 shear pins break already....
Took it to a guy who replaced the shear pin and cleaned up spark plugs said
everything was shifting fine, took it back to the Lake with same problem....
Been told could possibly be the rubber hub.....I am new to all this and really
could use some good help and or advice.......sinking fast.....

what are you using for shear pins?..brass?...stainless?
