1977 evinrude 55hp not peeing

I just bought a 14' cobia sunskiff with a 77 55 hp on it I cleaned it up an got her running but when I turn her on it dosen't pee i get water out of the prop but not the top exhust.Do they have to warm up first or should it start peeing as soon as they fire up?

There will be no water flow out the bypass ports unless the engine is in the water. Even then it will only be a fine mist and not a steady stream. Don't believe that motor even has a tell tale (or pisser as so many call it).
