When you pump the bulb can you get it hard without gas leaking? A good place to start is rebuilding carbs and fuel pump along with replacing all the fuel lines. This will give you a starting point on where to go next if it dont fix the problem you may be looking at new reeds.

The bulb does get hard and I don't see any leaks. I will try to rebuild the carbs/fuel pump. Thanks for your help

My manual says something about check valves that would channel this excess fuel back into the intake manifold and reused it. Any idea what the book is talking about.
