1977 6 hp Johnson

put in new impeller , have water coming out of upper exhaust , but not water coming out pee hole , pulled thermostat and no water there either , need help

Is water 8" above the impeller ?-----The copper water tube MUST be installed in the grommet in the exhaust housing BEFORE the lower unit is installed.
