1976 Johnson 25 HP Idle/Fuel Problems

Hi,
I have been skimming past posts to find an answer to my question and have been unsucessful. My motor when first started will run very rough, vroom....vroom....vroom....pop, vroom....vroom....vroom....pop. When the motor warms up this condition seems to stop, but when crusing fuel begins filling the cowling of the motor? It used to only stumble until it warmed up, which i thought was it being cold blooded. Now the fuel has begun spilling out and I think i may have a bigger problem? I have cleaned and adjusted the carb per the instructions in the top secret file, but i am not sure how to check the reed valves. Are they directly behind the carb? How do I clean them? What else could be causing this condition? Thanks for any advice you can give on causes and remedies.

I forgot to add that it seems to gain and lose RPM's as i cruise at WOT.

If you have fuel leaking into the cowel you have a needle and seat that is defective or a broken fuel line. Run the engine with the cowel off and find your fuel leak.
