1976 Johnson 15hp slow idle questions

I have a 76' 15hp 15E76A. I read through the FAQ starting instructions and got it started, thanks for that. Now I am having problems getting it to slow idle. Couple things I don't know.
1. Initial settings for the slow speed adjustment rich/lean knob, anywhere from 1 turn out to 1.5 turns out and it will start/run, but not go to idle.

2. Initial settings for the port idle speed knob, about halfway located inside the poly fitting, not touching or hindering fast or slow.

Here is a video of the engine running, sorta.
can't get it to upload, coming soon, maybe tomorrow, yeah right!!!!

3. The original owner told me that there is a "timing" adjustment on the tiller handle. I have noticed that its spring loaded and when i push in on it i do have some adjustment but to me it just looks like its moving the throttle open and closed.

4. Almost forgot, this switch is broken. I had it "made" with the neutral switch linkage (starbord side) while running. What is it? Neutral safety start in 76'??

What linkage is controlling the carb???? damn two strokes!!!!!

i would check your carb, sounds like the float is sticking and your throttle is way out you may have to take it apart and reset it but id try and carb rebiuld first

I GOT IT RUNNING!!!!!!!!!!!! The loose slow speed idle just needed a carb cleaner to snap over center to control the idle. What a difference. Am still curious about the storied tiller handle timing advance option!!!!

Chhhhhaaaaaaaaatttaaaaaaaahhhhhhhhhooooooccccccchhhhhhhiiiiiiiieeeeeeeeee!!!!!!
