1976 Evinrude 9.9 Run and idle trouble shooting

Hi all, currently new to this forum and in Australia!
i recently bought a 10ft tinny with a 5hp mariner and a 10hp 1976 evinrude ( Johnson but with Evinrude badges )
and we have been trying to get this outboard up and running so we can take it out and get to our little snapper spot faster. but it is having some issues.
first issue ( now fixed ) was someone before us had pulled the fuel pump apart and had removed the little spring ( top between mid plate and rubber gasket ) and forgotton to replace it so after searching high and low for about 1 week i finally found someone with a spare spring ( no longer able to buy it from evinrude dealers :S no idea why. )

so we fixed the fuel pump and i rebuilt it to spec codes infront of an outboard specialist here ( im a motor mechanic by trade so some of it applys to outboards )

we were able to get it running but only if we were in neutral and FLAT OUT on full + full choke and then it kind of sounds like it's back fireing.. so we changed the plugs to brand new and got the guy to gap them to code.
stuck them in and nothing.. will start then die on us..
we recently noticed that in the 2 powerpacs ( spark ) the front of them has a few little cracks in the outer plastic ( could this be why it's not running right? )

i would love as much help as i can get as i cant really afford the 110$ an hour to get someone to look at it..

If it wont idle at all first thing i would do is remove, clean and rebuild the carb.....test it out first by spraying some premix in the carb throat when you back it down and see if it will run at lower rpm's.

Welcome to iboats. It is amazing how many members there are down under. What you seem to be referring to as power packs are actually coils. If they are cracked they short out and you don't get the spark that you need to plugs. They are about 30 bucks each american. If you try to start this engine in the dark I would bet that you would see sparks arcing to ground. Also sounds like you need to take the carb off this baby and give it a good cleaning. Make sure you run a small piece of wire in all the orafices and jets to get any dried crud out of there and get them good and clean. I have this exact same engine and they run like a dingo when they are on.

Also, the '76 9.9's did not have a powerpack.....if you are correct with the year it will have a stator, charge coil, points under the flywheel and two external coils.

Howdy again thanks for the welcome and there sure is a fair few of us down here haha

I lucked out with a local mechanic who is going to give it a once over for 50$ im about 90% sure that the float bulb and carby will be blocked with fuel that has turned into varnish basicly i rang the guy whome i bought it from and was told that it had been sitting for around 8-10 months before he got it and it had sat for about another 4.. so chances are she is just blocked. Hopefully the mechanic can have a look at it rip her apart and get it back to us that we can just rip the cord once and she starts!

also mark you are correct what i thought were powerpacs are actually the outside twin coils. both seem to be cracked.. sadly here in aus im looking at around 70-90$ each.. i would love american prices right now haha

thanks for the tips im actually thinkin about following up with a carrer in outboard rebuilding -

I usually have them shipped over, you would be surprised especially with the way our dollar is vs the US, only issue is a warranty claim, im prepared to wear the risk, better than dealing with someone only interested in lining their pockets. If youre interested try boats dot net or marineengine.com.....also iboats ships here now, they would be aftermarket ones though if available.

I hope youre not a dragons supporter mate? :rolleyes::D

Saint, you can clean the carb yourself as there is not much to it. Just take the thing off and remove the bowl and blow carb cleaner and a small wire thru everything. You should soak them but if this makes it run better then you have saved some hard earned cash. If you take them off and remove the bowl it will probably smell like someone opened their lunch and poured varnish on it. Easy to clean. if it still runs like crap then change your coils.
