1975 omc sterndrive power tilt problems

I recently purchased this boat, and the power tilt doesn’t seem to work, I’ve tested the motor which was bad, and got a new one. Still doesn’t seem to want to work, it only makes a loud click. I’m getting power at the quick connect plug and at each side solenoid (one for up and one for down), and always have constant power at the bridge between the two solenoids. Is there an inline fuse or something else I could check? Any help would be appreciated!

Are you absolutely sure the tilt motor isn’t turning. Have you taken the cover off of the side of the outdrive that houses the clutch pack. If you can lift the outdrive and it drops back down, the clutches need to be fixed

Took the trim motor out and tested it, it was locked up. The Clutch pack is good I removed and cleaned that, got a new trim motor and still just clicks, should I try and replace solenoids? They don’t seem like they are bad though, it puts the correct power out on either solenoid. So frustrated and confused lol.

Post a pic of the solenoids showing the wiring. On my boat the previous owner had the wiring in a state the there was only clicking. After wiring it properly, everything works. Never assume the previous owner knew what they were doing.

Without a load the spur gear will spin but with a load with the tilt quadrant engaged the outdrive won't lift up. Any ideas of how the clutch could be bad?

On my clutch pack I punched out a 0.10” shim and put it on top of the spring washers and under the washer that sits next to the snap ring. That tightened everything up but I may need to add another 0.005” shim.
