1975 johnson 40 hp water bubbles ?

just had a water pump put in this motor i put the motor in a 55 gallon tank to see how it was pumping iam getting water bubbles from the acess plate to the shift linage shouldnt that be water tight

no, water gets in the housing. there is a seal there, but most leak.
