A buddy has this 200 Johnson that when he tries to tilt it up, he only gets a clicking noise but the motor doesn't move. What do you think is the culprit ???

Let's assume it's a 1976, which is the first year of the 200, I believe.
There is a relay box about 6"X6" somewhere in the back of the boat usually under the splashwell somewhere. Your trim wires should be a total of 2, 1 green, and 1 blue. If you follow these from the trim motor, it will take you to the relay box. The relay simply reverses current through the trim motor to provide up and down.
Either the relay is bad, or possibly you have some bad wire, bad connection, etc...
If the trim motor runs one direction but not the other, this usually eliminates the trim motor as a trouble spot..."Usually"...., but it sounds like a relay has gone bad if connections are good.
