1975 evinrude trouble

Evinrude motor will not go up when you push the button on the throttle. It makes a sound and will move down but it is stuck there and will not go up so that I can travel with it. My throttle cable looks to be damaged. But shouldn't it atleast make a sound like its trying to go up even If this cable is broken. Or will there just be nothing when you press the button to move the motor up?

Your throttle cable will have nothing to do with the tilt/trim. It sounds to me like you may have a broken wire going to the tilt/trim motor or, the tilt/trim motor itself is bad. It could also be the brushes in the motor need to be replaced. I hope you don't need to replace the whole tilt/trim motor because they are pricey little dudes.
