1975 Evinrude 25 HP

Hello----New member----I have a great running little outboard that runs great. Can not get it to idle low enough to shift it to forward or reverse. The previous owner placed it in forward and than cranked the motor and took off. I do not like to crank it this way---May damage the motor.
I have read it may be a needle value causing it-----May need to overhaul the carb. and probably should anyway.

Any suggestions are ideas

I think the needle valve you are talking about is for the low speed carb adjustment, does not control the idle speed.
Can you slow the idle down by turning the idle adjustment screw (#84) out?
