1974 Mercury 110 9.8 cowling will not latch

I've had this motor for awhile but this is a new issue. The latches themselves look fine as does what the latches attach to. However, suddenly the latches do not seem to be grabbing the attachment in the back of the engine. Cover is down all the way. I can not see what might be inhibiting this. Suggestions from anyone? Otherwise motor is a champ.

Thought we were onto something with the spark plug wires but still not catching. Not sure pictures will help but here goes. Thanks for the help.

Looks like some corrosion on the hinge area of the grab hooks. Can't say for sure, but I would try lubing everything on that mechanism to be sure it is working smoothly..
