1974 Evinrude 9.9 throttle shaft gears question

I inherited and am cleaning up a 1974 Evinrude 9.9 that has been sitting for many years. I have noticed that the throttle shaft gear mesh is not engaging all the way. When I push on the throttle grip the shaft moves about 3/16 of an inch and engages much better. The shaft is spring loaded, so the shaft springs back when I release the throttle grip. It seems that the throttle will work, but the gears are not fully engaged and the teeth will wear because of this. I am a rookie at this and any info is much appreciated. Attached are some pix.
(the cast housing is broken off on one side so you can see the shaft gears).

Well thanks for the site. Seems that when this happens one uses homemade plastic shims to extend the engagement of the gears which is what I was thinking of doing anyway, but it confirms that nothing is broken. I have disassembled the throttle shaft, cleaned and lubed it and all the parts were included and not broken or missing. So onward with the shims!
