1974 evinrude 135hp starting and staying on problems

I have a 1974 evinrude 135 hp outboard and i been trying to start it supposebly it was sitting for 20 years and ive changed the coil packs ive changed the fuel pump ive changed the ignition switch and now it cranks and fires up with starting fluid but doesnt stay on unless i keep it reved up and i did research and beforw i wasent getting spark so i found out that if i remove the black and yellow wire if it sparks or no spark means power pack so i bought a new power pack and does the same thing doesnt spark if black and yellow cable is hooked up and sparks and tries to fire up and fires up if that cable is removed please any advice.

Well you kind of rambled there a little bit but I will attempt. Motor was stored along time, started with starting fluid..... My guess is you need to go through the carbs. Most will say do not use starting fluid you could burn it up.
