There are two plastic water tube guides that help align the tubes into the water pump assy. The idea is to have the guides stuck into the water pump. One is slightly longer than the other so as to enable one to insert one tube, then the other.

The guides have a habit of sliding up the tube a bit and sticking there. Look closely and pull them down and off with a hooked scribe or some such tool.
