How much gear oil should a 75hp hold? Or do you just fill it until oil comes out the vent hole?

Just fill it up until gear oil comes out of the vent hole. Wait about 30 minutes or so to let any trapped air escape and top it off. Inspect the washers under the vent and fill plugs and replace them if necessary.

what about if I have the unit out and laying on a bench? Just fill it as much as I can and then stand it up to top off?

Stand it up first because you may not be able to get a whole lot in while it's laying on it's side. Regardless, for the final fill, it should be standing up and wait for any trapped air to get released before you put the plugs in. May take a couple of cycles of waiting for trapped air to release before it's filled to the top.
