1974 70hp oil in water?

I have a 1974 70esl74, Would run on ears but not when under water, cleaned and rebuilt carbs, changed plugs, fuel filter screen and fuel pump cap and gasket. Fired up after a few tries and stayed idling in the tank. I have an original omc service and parts manual and turned it off after a few seconds to start link and sync. Noticed that it was smoking a lot for the minute or two that it was on and the water that is in my tank is full of oil?fuel? Cant tell. Didnt want to start until I got some ideas about what may have caused this, I ran it in the tank before the carb rebuild and water never got dirty. Any ideas?

Oil in the tank is just unburnt 2 stroke oil coming out of the exhaust. Link and sync is a good idea. Carry on and good luck. Please post your results.
