1973 starcraft capri mercruiserI 120 hp stuck in reverse

hello imy boat is stuck in reverse and has no forward gear
have adjusted @ motor no luck lower unit has been removed and no kink in cable
any suggestions had a mechanic look @ it said next step was to check clutch gear looked in manuel and found no such part or trace cable from shifter???

Ayuh,... Welcome Aboard,... When the drive was off, did it manually shift through the gears,..??

When it was put back on, was the drive, 'n shifter in Forward,..??

Yer Mechanic was referin' to the inner workin' of the lower unit...
