1973 Mercruiser 120HP 4 Cylinder Engine Problems-Timing Issues

Background: 1973 Mercruiser 120HP 4 cylinder, 2.5L Engine, Mallory Distributor, 2 post coil, Boat is 1073 Classic, but has been sitting out of water for 3 years.

Problem/Whats been tried:
Engine hits intermittently, Kicks back through the carb, thought the distributor was 180 out, so changed it around and still get the same hitting intermittently.
I think I have the correct timing 1-3-4-2 order on distributor, have verified TDC on distributor.
Coil is getting fire, set the points at 18,

Questions:
Trying to figure out what position the rotor needs to be pointing, should it be pointing towards number 1 plug or opposite direction or where?
Are there any other ideas that anyone could help with that could solve the issue as to why it turns over, runs for 2-3 seconds(smokes) and then nothing. Frustrating thing is I don't even have to change the distributor location at all and one time cranking it will act like it turns over and next time it will do nothing.

Also does anyone have any service manuals, engine manuals, etc that could help with wiring, engine, and servicing of this boat.

ANY HELP would be appreciated!!!
