1973 65HP Evinrude Shocks the daylights out of me

Hello, I have a 1973 65HP Evinrude Triumph on a 16' Fiberglass MFG and when you touch the key or any metal on the control box when it is running it delivers a serious shock (similar to that of a spark plug wire). I started having a problem last year with the engine not shutting off when I turned the key off. I took a look at a wiring diagram and I ran the black and yellow wire from the power pack to a toggle switch and then to ground on the engine and I used this method to cut the motor off. This worked fine for a while and then started shocking me. So I wired everything back up how it was originally and just choked the engine out to get it to stop. This year the key started working intermittently to shut the engine off and it didn't appear to have any problems other than that. However, I had the anchor chain in one hand and I reached over to shut off the engine and when I touched the key electricity went right through me. I'm wondering if I just completely remove the yellow and black wire from the power pack on the engine and just use the choke to cut the motor off if this would eliminate the possibility of me getting shocked. I've searched these and other forums and people have stated that the yellow and black wire is the only one at the control box capable of delivering such a shock and others have stated that there is another wire which contains around 250volts. This boat is a total beater and I really don't want to put a lot of money into it. If I can get it to run without shocking me I'll be perfectly content with having to choke it out. I apologize for being a dummy there is probably something I'm completely missing here. Thanks in advance for any help, ~Mark
