Have a 1972 Johnson 25 that had sat for 8 years.Did a carb rebuild and replaced the water pump.
At first I had a rough time getting the motor to idle,as it kept popping and kicking.I did get it to idle after some time, not great but it would idle.Getting out on the water was quite different. The motor will run OK for a short time until I reach about 2/3 throttle, and at that point it begins to die. When it does completely die,it will not start back up without choking, and the same thing will occur all over again.
Since the motor had sat for 8 years, could the fuel pump be bad,or is there another problem?

Try squeezing the primer bulb when it starts to die. If it picks back up, replace the pump...If it runs when you hit the choke, carb is not completely clean or the float is sticking...
