1972 50hp evinrude carb adjustment problem

When I adjust the carbs on engine with cover off engine runs fine.Then I put cover back on engine seems to load up.I even removed sound deading material from inside cover.Have even tried to adjust lean to see if it would run right with cover on.Any ideas on this?Driving me nuts.Powers my 1962 Lonestar 16' 28mph awot

We have seen exhaust leaks under the hood that will cause the problem you describe. Could be a powerhead base gasket.
