I've got a 1971, 9.8 h.p. mercury outboard. I just got it and was told it has issues with the lower unit. I need to know what other years/models, etc. will swap out with this one. I can get one that is from a 1971 7.5 hp but need to know if it will work on this motor before I have it shipped to me. As always, any help will be greatly appreciated!

'71 7.5 and 9.8 lower units would be the same fitment, props might be pitched differently but other than that they're physically identical.

Just make sure the driveshaft lengths are the same, as the lower unit must be completely dismantled in order to change driveshafts (if for example yours was a short shaft and the 7.5 long, or vicey-versey).

The difference in shaft length between Long and Short would be 5".

Who told you that they have problems and what do they know about it? I had a 7.5 of that vintage and never had a minutes trouble.
