1971 johnson 9.5 hp carburetor help

Hey guys, i took the boat out today for the first time in a long time, the engine started up but when i gave it some gas nothing happened and the boat wouldnt go more than a couple mph. i already knew the carburetor was dirty and i was going to need to take apart and clean the whole thing. first of all does anyone knows what comes in the carburetor repair kit for this model? here is the exact one i got. http://www.**********/parts/search/BRP/JOHNSON/1971/9R71R/CARBURETOR/parts.html
i know it has gaskets and a knew float and needle but does it have a new high speed orifice? i took mine out and it looks kind of beat up and dirty and i dont know if i should replace it or not.

also, my low speed valve doesnt connect to the knob on the front of my engine and i have to adjust it manually w.
th a wrench to move it. i took the valve out and noticed that it doesnt have the spring that the diagram says it should have, and also the valve looks completely different than the valve in the diagram, mine is one solid piece of steel and the diagram shows a 2 piece one with a chord connecting it. i will attach a picture of my low speed valve to see if you guys can tell (in the diagram its part 21, and the screen is part 24 or 25)
Also, if i actually ever get the low speed valve back on how exactly do i adjust it? this is my first time rebuilding a carburetor and i definitely know nothing about this low speed valve.

last question, what is the point of the little whole about the drain plug that oil just squirts out of when i pump the fuel into the engine?

The new parts kit will not include a high speed orfice. Looks like someone has been working on the carb and did some changing. It's very important that you get the correct low speed needle valve. When you get the carb re-built, open the low speed valve 1 1/2 turns and then fine tune it when the motor is running. The little hole you mentioned allows excess fuel to escape the float bowl. You will get a new float valve and seat with the new kit.

Thanks for the clarification that does help a lot. When you say at first open the valve one and half turns, can you be a bit more specific on exactly what to do? Ive never messed with this valve before and now im going to have to install a brand new one so im a little concerned about that, does it just screw in and your saying screw it in one and half turns clockwise, then run the engine and keep turning it in as needed?

No what you want to do is screw it in all the way until it seats. It will get a little snug. DO NOT OVERTIGHTEN. Once it is seated, unscrew it 1.5 turns, and then run the motor. You then can fine tune it by finding out where the spot where the motor starts bogging down, then richen it up enough to keep it from stalling, then just a little more. (To richen you loosen the screw, or turn to the left, to lean it up, you tighten the screw. You want to run a little on the rich side. This is for the idle, the high speed jet on this motor is not adjustable.

Take your needle and keep turning it clockwise till it doesn`t turn anymore, don`t put alot of pressure on it when turning or you`ll damage the needle and possible the carb. Now, from that closed position turn the needle 1 1/2 turns counterclockwise, this is your initial setting. Start motor and let it warm up ( it should be on your boat and in gear if possible when fine tunning) turn the needle clockwise 1/8 turn and let motor respond to the change, rpms should increase , lower your idle speed and keep doing this process until the motor sounds like its going to stall or it has mild sneeze or miss. When this little miss occurs turn the needle counterclockwise( this richens the mixture) 1/4 turn or so and fine tune the needle in this 1/4 spot for smoothest running.
