1970 60hp johnson--need help with strange cyclic surging at 3/4 throttle, fine at WOT

This motor has had a new CDI amplifier and coil, cleaned distributor cap and rotor, cleaned carbs by soaking overnight in chemical and blowing out all passages. Checked fuel pump and was fine. New fuel lines. Good fuel. Spark plugs are surface gap. Engine hasn't been run since about 1985 (last registration sticker on boat).
The engine idles good and runs WOT good. However, when about 3/4 throttle, it has a cyclic gentle surge that is constant, which goes away if I push to full throttle. Also, when I let off the throttle from WOT, it has a very sudden loss of power, followed by suddenly regaining power. Letting off throttle gently doesn't give a smooth loss of power.
Could a carb have gotten reclogged???
I'm at a loss to what the problem could be, since it surges at 3/4 throttle, but runs great at WOT.

Couple of thoughts. Use an inductive timing light and see if you are dropping a cylinder when it acts up. Try squirting some fuel mixture into each carb and see if it picks up. That will tell you whether you have a fuel or ignition problem.

Points cleaned and gapped properly?
