1970 25hp Evinrude outboard bogs down

My engine pull starts easy and fires right up. It bogs down or idles rough off and on. So it will run at full throttle but then it seems like it goes to half power when it bogs down and then it kick in to high speed again all with out moving the throttle. It does this at idle speed also. I put new plugs in it. The plug wires, water pump, carburetor was rebuilt 10 years ago or so but the motor was never ran after it was rebuilt except for being turned over twice a year. If anyone can provide with some direction on what to check or replace. From what I have researched it might be the condensers or power pack. I believe these also were replaced 10 years ago. Also I noticed a little fuel leaking near where the fuel line goes into the engine. I no nothing cab out boat motors so I thought I would seek some advice on here. Thank you to all who can help me. I added a video of the motor on the lake. Near the end of video you can hear the engine at full throttle, it bogs down, and revs up again. I am not moving the throttle when it does this. Your motor has points, condensers and coils. But no power pack. Just plain old magneto ignition. It may be dropping a cylinder and then picking it back up again.

Ok so what does that mean and how do I fix it.
