Need more info - beginning with model#. Hp would be nice to know. Direct drive or gearshift? Remote tank?
From my reading of your post, you started your engine out of water, and then, with it still running, put it into a test tank.

IF............ that's what you did, then chances are you did something to cause fuel flow to stop. These engines tend to rev up because the fuel mixture leans out just before it's exhausted.
Debris in onboard tank might have shifted and blocked the drain. A stretched fuel line to the remote tank created an air leak.
