Hello since i have fixed the recoil i am wondering when i start it and put it into forward and try to get it up to speed it sounds like it runs out of gas but i have checked every thing from fuel connectors to spark plugs.

I am also wondering if there is a place around Niagara Falls ontario that does tune ups

A purely wild guess is the high speed jet (orfice plug) is gummed up from old gas. It is in the very bottom of the carburetor where the last dregs of gas lay and turn to gum. It's way down deep in the carb bottom, behind the hex plug. You risk wrecking it trying to get it out without the special screwdriver.

Just remove the float bowl drain screw, put a carb cleaner [like Gumout] pipe in there until you reach the high speed orifice and you can blow the crap out of the jet.

If you look under the choke bowl on the starboard side, carefully, you will find a small hole. Put the same carb cleaner pipe in there and it will blow back to the high speed orifice and finish the job, provided that you still have the float bowl plug out. H.A.N.D.
