1969 55hp Evinrude Blue Wire

I have a 1969 evinrude 55HP (55973A) I am not getting any spark. I have back tracked with shop manual and I am not getting any voltage from the amplifier? Its new. should get around 250 volts but I m not even close....?
Only about 74 volts cranking. Am I missing something? (blue wire separated from the coil on volt meter is 74 volts. Blue wire connected to coil. 0 volts)

12 volts.
