1968 Mercury 650 tilt lock question

I just picked up a gorgeous 1968 Mohawk 15 ft runabout with a strong running '68 650. I have what is probably a stupid question, but I will ask it anyway since I was unable to find an answer using the search function. I know that I have to put it in forward to release the reverse lock. That works fine and I can tilt the engine, but can't seem to lock it in the up position. I see the tabs on either side of the engine that move in an arc that I assume must be part of this locking mechanism. What on earth am I missing?

I am trying to resize pics of my boat so I can post them. It is a beauty.

Raise engine high enough so those tabs can be manually turned so they rest on the clamp frame when engine is lowered .

Lone Duck, thanks for the tip. Once I tilted the motor high enough, it became obvious. I am hoping to put my boat in the water for the first time tomorrow....
