1968 merc 60 water impeller problems

I can't figure out what could be wrong. I changed the water pump impeller and it still isn't pumping water out of the tale tail. Tried taking it apart, blew air from where the pump coonect to the shaft and it came out of the tale tail spout. It is a 2 cyclinder 6 h.p with forward, neutral, and reverse.

could I have put the impeller in backwords?

Any ideas would be greatly appriciated

Did you insert the key into the shaft and was the shaft turned in the correct direction to get the impeller into the housing?
