I have a 1968 johnson 1.5 hp sc10s. Does anyone know what the compression should be on this motor?

A guess would be 50 - 70Lbs (at least), maybe higher, but those numbers would be sufficient to make it run.

Compression gauge is reading 45, I thought that might be alittle low. Rumor has it these little motors did not have alot of compression to begin with.

I'd bet it'll run ok at 45lbs. Have you had it running at all?

Yes it does run. Im having issues with the carb flooding. i took it apart. Appears i will need a new float and needle just wondering if its worth the time and money.

A new carb kit with the float (and maybe a new spark plug) shouldn't cost more than 20 bucks. Definatley worth that much.
