1968 Evinrude 9.5 hp Sportwin

I have a 1968 Evinrude 9.5 hp sportwin that I picked up as a project motor. After new plugs, a carb clean, new lower unit oil, I took it out on the water. It cranks up great, but will barely go faster than an idle. It would continue at an idle as long as I would let it, but when I gave it gas it reved just barely and wouldn't get any faster. Even when I had the twist grip all the way to fast it would continue just barely above an idle. Any help would be greatly appreciated.
When I cleaned the carb I did blow out the high speed jet and it appeared to be clear.

Do a spark drop test. Pull one plug wire and see if it runs the same, then pull the other and see what it does. What do the old spark plugs look like?

Compression test would be useful as well - these don't have high numbers IIRC.

Just classic.-----Sounds like it is running on one cylinder.-----Remove the flywheel for inspection.----It will have 2 newer coils or it needs a set !

I have restored/repaired a few of those chubby little evinrude/johnson 9.5
First thing you need to check is the coils.....pull the flywheel and they're easy to see.
If they have any cracking at all, replace them. Do the spark plug wires too for insurance. (these coils are notorious for being cracked with age)
Also pop the hood and check that the linkage from the tiller is functioning properly as it affects timing and carb action.
And i would recommend a fuel pump rebuild too...the age thing and all:)
These parts are only around $100 ca up here so i would imagine them being cheaper in the states.

Thanks guys! I looked at it this afternoon. When I pulled the bottom plug wire it ran about the same. When I pulled the top one it just cut off. When I removed the flywheel it didn't see any cracks, but the coils did not look new. Going to get some ordered..
