1967 Evinrude Sport 4 60 hp, 60753 A, Configuration Question

I'm helping a friend with a 1967 Sport 4 60, model 60753 A.
The engine is emitting some kind of oil / water mix through a small hole in the port side of the lower leg.
The emission is mix of oily stuff, water and some kind of foamy stuff.
With the engine shut down, fluid and bubbles drain out of this hole for minutes.
Is this hole supposed to be in the casting? It is right blow the first mounting bolt on the port side.
And, what could this hole be for?
As in the attempted photo, the hole is immediately below the bolt and above a factory hole. Are there 2 holes in the casting below the mounting bolt on the port side?

What you are seeing is all normal for that 2 stroke motor.----The hole is put in to drain the casting cavity.----The leaking oil is the oil you mix with the gasoline !!

Racer, Does that motor have an intake manifold liquid fuel drain like the Fat-Fifties, or did they have some sort of recirculation system?

The old 50 was bad to say the least.-----The 1967 model 60 at least had a crude recirculation set-up.

I'd not seen this before. Its a lot of water draining. Is the exhaust leg full up top the water line?
The fuel consumption does seem high. If I were to guess, maybe 2 mi/gal.
Does this carburetor have a high speed adjustment where I can meter that?

High speed jets are an orifice plug.-----Not adjustable.----Perhaps you can experiment with different jets to compensate for fuel.----And local atmospheric conditions.----If fuel consumption is a major concern ,this is not the motor for your friend.

It's kind of weird to see all that fuel going into water. Vive la 60's!!!

If the fuel pump diaphragm has a hole in it , you might see fuel on the water.---Fuel pump diaphragm is cheap.----Or even a fuel pump repair kit.

btw I think 5mi/gal should be your target .. my old Merc 500 would pump out about 25 miles on a 5 gal tank at wot... if my memory serves me right.

lots of variables here but 2m/g indicates a problem

Took it out for a jaunt. Even with questionable performance we tried to let it run.
Accelerates, falls off, ...repeat. Very inconsistent. When it runs, it's a great ride.
Tried a little ignition advance play with no effect. Tried playing with carburetors and found the port side to be ineffective. Got little to no response when I should have killed the function, either by flooding or starving.
So. I think a peek into each carburetor and the fuel pump will be in order.
The word on the street is that the carbs and fuel pump were rebuilt 2 years ago with little run time in between. Failure doesn't seem right but there are no witnesses to the rebuild.
Parts are on order.

Did you pump the primer bulb on the gas line when it fell off it's face? If not try that, that would indicate a bad fuel pump.

You aren't familiar with the 1960s OMC V4s. 3 mpg would be Exceptional, a Stop the Presses Achievement.

I don't think the fuel pump is the issue. We've squeezed the ball, played with choke, rotated distributor, twisted carb screws and we just don't seem to get a consistent response. We could pull the line, roll the starter and see how she spurts. But, since we're going into the carbs, we've decided to do the pump, too. I get the fuel consumption info you've shared, but, we'll learn what the inside of the pump is like.
