1966 merc 50 hp acting up

Okay, so when I went out over the weekend, the boat seemed really sluggish and wouldnt even get up on a plane. I just chalked it up to the fact that there were 3 adults and 2 kids. Last night I went out to do some fishing and when I forst got out there the boat ran absolutly perfect. Got right up on plane and up to speed within a short time. I anchored, fished, and went to head home and it went as fast as it did over the weekend. Even with just me, no plane, no speed. The motor was not revving up all the way, even with the throttle all the way forward.

any thoughts?

The fuel system needs cleaning, clean the carbs and set the float levels and rebuild the fuel pump.
