My 9.5hp sportwin seems like it loses power a little bit when it's at full throttle and I'm also feeling a a vibration also, I was wondering if anyone knows about this problem and could help me with it

Google leroysramblings he has a good write up on that motor . Motor mount , bad prop , ignition ? Lots of things to check.

The vibration is a bad mount as stated. They are famous for them.
the loss of power could be a few things. Hard to guess without more info.

Compression test, spark test, etc...

Thank you for the input, I checked the motor mount by moving it back and forth and it seems to be very stable.
I'm running this motor on a 1969 Sears 12ft semiV aluminum boat.
The motor sounds fine and also when you punch it out of the gate it has a lot of "git up and go", but only when it starts to top out it starts to sputter and back off, and I also noticed that the foam inside the cover or hood has some fuel sprayed on it
I'm not a small engine guy, but I do have car motor experience and could it be possible the motor is running to rich, and how can I fix the problem?
On Leroysrambling they said that the 64 and 65 motors did vibrate and that Schneider had a kit to fix that.
And if anyone has any information on how to find that kit I would be very greatfull if you can help me.

Sputtering and loss of power at top end sound like a lean condition. Try continuously squeezing the primer bulb on your fuel line and see if there is any improvement. When was the carb last cleaned?

I will try squeezing the bulb, this is the story with the motor,,,I bought the boat in June and my father had the motor sitting in his shed for around 20yrs so I asked him if I could have it.
The motor was stored dry (without any gas in it)
I checked the plugs before we tried starting it and it seamed that everything was fine at the trial run in a barrel, so I ran it at the lake 3 times now and nothing is leaking as far as I can see as far as gaskets on the carb etc, and also checked the gear case oil also which is good.
Should I try spraying some carb cleaner in it when I put it in a barrel?
The gas station across the street has nonethanol gas that I use in my mix which is a plus I think.

Run a 24:1 fuel ratio. Should change out the impeller on it. Your call on use of non ethanol fuel (wouldn't mix decarb solvents in the tank.) You may need to replace the fuel pump diaphragm or replace some lines, and clean/regap points, but think I would just run it for a while.

Hard to believe the coils still work considering the age of the motor and it's 20 year slumber.
Proper carb cleaning means removal and complete disassembly, spraying cleaner into the carb wont do the job. You've got a pretty neat motor there and it would be a shame to burn it up by neglecting to do some required maintenance. As mentioned by oldboat1, a new impeller is a must, even if it's currently pumping water.

Something I don't see mentioned here thus far, and I'm no "boat motor mechanic" but I do own a 71' 9.5 myself. Try a test run on the water with the engine cover removed then on and see if it resolves your high end. I found that I get a noticeable improvement in RPM if the cover is off. I have since drilled several 3/8" holes under the cover handle to allow more "clean air" to the engine. You might see an improvement by doing this as well.

Running better with the cover off is a sure sign of an exhaust leak. Drilling holes in the cover is not a repair. On the 9.5's the common spot for the exhaust to leak is at the boot between the exhaust leg and lower cowl.
