1964 5.5 Carburetor Rebuild

I am working on a 1964 Evinrude 5.5 Fisherman. Nice motor. Purrs when it runs.
It is not getting fuel past the carburetor. I found the rubber tip of the needle valve broken off so I rebuilt the carburetor with no positive result. If I spray premix in the carburetor, it'll run all day. If I pull the fuel line from the carburetor and pull the recoil starter, fuel squirts into a rag (fuel pump okay?). If I pull the fuel line from the carburetor and squeeze the primer ball, I get fuel (primer line okay?). So, fuel going into carburetor and nothing coming out. I did find a dried and cracked line from the fuel connector to the filter. I am replacing the lines from the connector to the filter and from the filter to the fuel pump. What else can be wrong? Can I have the float installed upside down? The new plastic float has cut-out features on the bottom, right?
Any ideas? I'm at the end of my list.

can you blow into the carb fuel inlet when its upright? ( bowl empty of course) .....you should be able to. then flip it upside down and try again, you should not be able to blow into while upside down ( needle seated). if that checks out, did you replace the boss gasket, and if aftermarket, was it thick enough to seat?

Thanks for the help. I know I installed the float upside down. Thanks for the pic.
Blowin' into it has not given the desired result.
Time to try again.
