1964 40 hp steering tension broke

I have a dozen of these older 40s, all different years but they all have one thing in common. The steering in them are all loose. Does anyone have a fix for this. I'm not sure how to get in there without tearing the whole thing apart. Any advice would be appreciated. Thanks

The co-pilot friction band #58 grabs onto the pivot shaft #66 providing resistance as you steer. The pivot shaft is held from rotating by bolt #84.

Problem is the 84 bolt often falls out. Or worse, it breaks off inside. If simply missing, replace it. If broken, well come up with whatever you can. It's a major job to do it as designed.

Thanks F_R, I wasn't kidding when I said their all broken in the same way, the screw is there, but doesn't tighten anything down. Terrible design. Something inside is broken and to go in there just isn't worth it. I was hoping someone had an alternate fix. ( frig rig )
