1963 super seahorse 40 hp Carb Flooding

I have had some issues with carb flooding and it seems like a straightforward issue but I'd like some advice. What happens is that the engine runs pretty well at idle but when I open her up and back off the throttle a little, the float seems to be getting stuck. Gas pours out of the top of the carb and the primer bulb wont get hard. When I squeeze it more gas comes out the top. To me it seems like the inlet needle isn't seating right. I rebuilt the carb with an OMC kit. I had a real difficult time getting the float adjusted right, the drop was very specific or the float would bind. Two possible issues I can think of. One the small spring clip on the inlet needle. My manual has an illustration of it but the picture isn't clear about how it goes through the hole in the float tang. Two the bowl gasket is kind of a pita to get on. Can the bowl gasket interfere with the float? I have also seen a replacement carb on e-bay that is listed as a replacement.

It's a newer model carb that doesn't have the heated water choke on it. (Mine does and it doesn't work.) Is this a possible drop in swap. I'd like to get rid of that choke if I could. Advice anyone?

The small end of the clip for the float needle just snaps on the indent at the top of the needle, then the other looped end just fits around the float arm. Make sure the float is pretty much parallel to the body - with the assembly upside down, I usually bend the arm slightly up from parallel so that the float closes the needle a little sooner (bowl not quite as full). Test for function by blowing into gas inlet - with carb upright, air should flow. With carb upside down, no air should get through.

So the clip doesn't go through the hole at all? Interesting. I have tried the old blow through the hose trick and what seems to happen (if I adjust the drop as per specs) is that the float hangs up. Air flows through if I tip it upside down. If I adjust for less drop than it needs it seems to work but I get the feeling I'm not getting full travel. And the motor still floods at full throttle if I back off the power a little. Dirty needle seat?

Did you replace the brass needle seat and needle with the rebuild? Get the nylon washer on the needle seat?

Yes on both counts. On inspection the needle seat has a small deposit of white foam on it. I assume it's water from me blowing through the tube. It wipes out easy.
