It has the Automatic Transmission, which puts the water pump impeller way up inside the motor leg. Special tools and such to access it properly and reassemble properly. Not impossible, but certainly challenging. An OEM service manual is a good place to start. The 1965 and Prior manual pops up on eBay from time to time.

I took the lower unit apart yesterday it is not down there. It is a 25 hp Merc 250. It does not say 250a anywhere on it, so I would assume not.SN#1496103

That is the automatic transmission from merc look at the link I gave you. That guy will have all the parts you need including the manual. I have a mark 15a pulling the powerhead is the easiest way to change the water pumps on them. The water pumps are NLA but he has the waterpump kits with the transmission gaskets for them.

???---Not sure why folks question the advice posted here.---------The impeller is up above the lower unit.---First have to take the slinky transmission out of the way.-----------As posted special tools / patience are required.-------Have one of those 250 models myself too.
